| Bangladesh Water Development Board (BWDB) started its operation in 1959 as the water wing of the erstwhile East Pakistan Water and Power Development Authority. As the principal agency of the government for managing water resources of the country, it was given the responsibility of accomplishing the tasks of executing flood control, drainage and irrigation projects to boost up productivity in agriculture and fisheries. After the independence of Bangladesh, the authority was restructured in 1972 into two different organizations to deal with water and power separately. BWDB was created under the Bangladesh Water and Power Development Boards Order 1972 (P.O. No. 59 of 1972) as a fully autonomous organization. The reform program and structural adjustment process were undertaken by the GoB for transformation of BWDB is the enactment of the BWDB Act, 2000 that requires the BWDB's functions be guided by the National Water Policy (NWPo) and National water Management Plan (NWMP). Top management of BWDB is now vested in a policy and oversight Governing Council (GC) with thirteen Members headed by the Minister, Ministry of water Resources. | ||||
| Major Functions of BWDB | ||||
1) The Board shall perform the following activities and towards that
end shall carry out all activities relating to preparation of needed
projects, their' implementation, operation, maintenance and
evaluation. |

| Structural Functions | ||||
a) Construction of dams, barrages, reservoirs, embankments, regulators or other structures for development
of rivers, flood control, drainage, surface irrigation, and drought prevention.
b) Re-excavation/ de-siltation of water channels and removal of obstacles from the mouths of rivers for
improvement of water flows or diversion of water for assisting fisheries, navigation, forestry, wildlife
development and up gradation of the environment.
c) Works for soil conservation, land accretion, land reclamation and estuary control.
d) River training and river bank protection for the protection of towns, bazaars, haats and places of historical
and public importance from the hazards of land erosion.
e) Construction and maintenance of coastal embankment.
f) Prevention of salinity intrusion and desertification.
g) Harvesting of rainwater for irrigation, environmental preservation and supply of drinking water.

| Non-structural Functions | ||||
a) Flood and drought forecasting and warning.
b) Hydrological survey and investigation.
c) Development of forestry and fishery on land available round Board's
infrastructure and construction of reads on embankments in
conjunction with relevant government agencies, for the preservation
and improvement of the environment as well as for poverty alleviation.
d) Basic and applied research on all aspects of the Board's activities.
f) Establishment of water user's association and other water users/
stakeholders' organizations, their training and participation, in project
planning, implementation, operation and maintenance and cost
recovery for long-term sustainability of benefits to the beneficiaries
of completed projects. |

| 2) The Board shall perform the functions mentioned under sub-section (1) by fulfilling the following conditions: |

a) Submission of project proposals after strictly following the government prescribed guidelines
for project preparation. |

| BWDB has so far implemented about 617 projects / Sub-projects. The important projects are : Teesta Barrage Project, Ganges - Kabadak Irrigation Project, Muhuri Irrigation Project, Monu River Irrigation Project, North Bangladesh DTW Project, Meghna - Donagoda Irrigation Project and Pabna Irrigation and Rural Development Project Chandpur Irrigation Project etc. |

| Flood Control, Drainage and Irrigation : | ||||
| BWDBs flood control, drainage and irrigation projects protect about 3.68 million ha. from flood hazard and provides irrigation facilities to 0.9 million ha. Apart from this, flood control facilities were provided to 3.68 million ha of land to increase crop production during monsoon season. Due to FCDI measures about 6.69 million M Ton additional food grain is produced annually (equivalent to TK.56.22 billion/US$ 0.917 billion) which is about 33% of countries total food production. |

| River Bank Protection : | ||||
| River erosion is a serious problem of the country and about 10,000 ha of land is devoured in river bed annually. BWDB constructed Groynes, Spurs, Hard points and Mattressing work for bank protection along eroding rivers to protect important land, homestead and other important structures from erosion. Till 2004 BWDB has saved national assets of worth TK. 348.46 billion through implementing river bank protection works.The total investment in bank protection works was only Tk. 30.7 billion. |

| About 1,000 Sq. Km. of land reclaimed from sea by construction of 3 cross-dams. At present prospective sites of cross dam has been identified for land reclamation, among these Hatiya-Nijhumdip cross-dam will be taken up for implementation very soon. | ||||
| People's Participation : | ||||
| In all stages of the project people's participation is ensured by BWDB. At grass root level 10,697 water management organizations have been formed. Water management organization organizes and manages irrigation system, resolve conflict of interest among the water users and plan cropping system at grass root level. |
